    The largest state-owned overseas energy storage project breaks ground Apr 02, 2024
      China Energy Construction Group Co., Ltd. recently announced that Andiyan Prefecture in Uzbekistan has launched the 150MW/300MWh Lodge Energy Storage Project, my country’s largest single electrochemical energy storage system project invested overseas. The project started on March 25, local time, marking a solid step taken by China Energy Construction in the overseas energy storage field. This is not only the first foreign-invested electrochemical energy storage project in Uzbekistan, but also the first overseas energy storage project invested by China Energy Construction. The subsidiary Gezhouba Ocean Investment Company is responsible for the investment, and the Central South Electric Power Design Institute is responsible for the EPC general contracting. This project covers an area of about 6 hectares, with a total investment of US$140 million (about 1 billion yuan). It uses lithium iron phosphate batteries and is scheduled to be put into commercial operation by the end of 2024. Once completed, it will greatly enhance the power regulation capability of the local power grid and is expected to provide 2.19 billion kilowatt-hours of power support. On the same day, China Energy Construction also launched another project in the country, the 150MW/300MWh energy storage project in Oz, Fergana State. Zhongnan Electric Power is also responsible for the EPC general contracting. Both projects are one of the key projects of the “Belt and Road” 10th Anniversary Summit Forum and China-Uzbekistan production capacity cooperation. In the first quarter of 2024, the total capacity of Energy China's overseas energy storage projects reached approximately 1GWh.       The European Parliament has approved a law requiring member states to deploy solar installations on buildings and renovate them to improve their energy efficiency. The proposed revision of the Energy Performance of Buildings Directive (EPBD) includes several targets to reduce emissions. For example, member states of the EU will need to deploy solar panel installations progressively in public and non-residential buildings and all new residential buildings by 2030, when applicable.   All new buildings should be zero-emission by 2030, while new buildings occupied or owned by public authorities should be zero-emission by 2028.   The law also requires member states of the EU to take into account the lifecycle global warming potential of a building, including the production and disposal of the construction products used to build it.   For residential buildings, member states of the EU will be required to roll out measures to reduce the average primary energy use by at least 16% by 2030 and at least 20-22% by 2035. The worst-performing 26% of non-residential buildings in terms of energy efficiency must be renovated by 2030.   “The directive shows clearly how climate policy can have real and immediate benefits for the less well-off in our society. This law will help bring down energy bills and address the root causes of energy poverty,” said Ciarán Cuffe, rapporteur for the Energy Performance of Buildings Directive.   According to the European Commission (EC), buildings in the EU are responsible for 40% of energy consumption and 36% of greenhouse gas emissions.   Jan Osenberg, senior policy advisor at SolarPower Europe, said: “As the grid catches up to the energy transition, installing energy generation where we use energy will also help the grid, by keeping electricity local and empowering citizens with the information and technical ability to use electricity smartly.”   Last December, the European Parliament and the EC reached a provisional agreement on the strengthened EPBD. In the same month, the EC called on Europe’s governments to “enhance their efforts” to accelerate the energy transition, having assessed the revised National Energy and Climate Plans (NECPs) for a number of European countries.

      The Red Sea incident has led to increased shipping times and freight rates, which may have an impact on renewable energy and solar products shipped to Europe and the United States.   According to data released by the U.S. Energy Information Administration (EIA) on February 1, many ships transporting oil and natural gas have chosen longer routes between the East and the West in order to avoid the Red Sea, thereby greatly increasing navigation time.   For example, as shown in the chart below, the route from Rotterdam to the Middle East via the Suez Canal (and then the Red Sea) takes approximately 19 days. Another route via the Cape of Good Hope at the southern tip of Africa takes 34 days.   Additionally, the EIA said that in recent months, cargo entering and exiting the United States has been forced eastward through the Red Sea instead of westward through the Panama Canal as drought and subsequent water conservation in the Panama Canal restricted shipping.   These longer routes drive up fuel costs and freight rates. The EIA noted that at average prices in 2023, the daily fuel consumption of a very large natural gas carrier would be between $3,000 and $35,000.   Yemen's Houthi rebels have been attacking ships in the Red Sea since November. The group initially said it was targeting ships with links to Israel in response to Israel's conflict with Hamas in Gaza, but more recently it has targeted vessels linked to Israel and Hamas after the United States and Britain began airstrikes on Houthi positions to protect commercial shipping. Ships of American and British interest.   The violence has forced shipping lines to seek alternative routes, and these concerns also apply to renewable energy and solar supply chains.   China’s dominance in the production of polysilicon, solar modules and critical minerals is well established and will remain so for the foreseeable future. Market developments in the solar industry have seen China massively expand production capacity, solar panels prices have hit record lows, and production outside of China and Southeast Asia has become very difficult, leaving the industry vulnerable to disruption.   Prices and supply have not yet been significantly affected, and any concrete impact is theoretical at this time. Regardless, the continuation or escalation of tensions in the Red Sea is an issue that solar energy importers need to pay close attention to.
